"I will." We know, from the context of the previous pages, that he is taking a vow that he WILL help Draco.
Also, he means he WILLS it to be. Will is a very powerful word, not to be taken lightly here.
I also find it illuminating (pun sort of intended) that this scene is one that is depicted on one of the book covers. (side note... who is the fourth child on the back cover of the American version? I am going with Draco... *shrug*)
Bella is very suprised at Snape. She is astounded. Apparently, she thought he wouldn't go through with it. So he is more firmly 'set' in her eyes. AND... she is in this as much as Cissy and Sev now. I think Sev can get out of it from Voldy, but I think Draco and his mum had better make for the hills. Also, Bella is Draco's auntie, as Sev even mentions later on. She is just as far in.. so I think she isn't going to be garnering any favors from old Snake-face anytime soon. "make room.. here comes Aunt Bella!"
